NATO operations in the Balkans and Afghanistan have caused continuous adaptation of NATO's military capabilities, command and force structures, and consultations, planning, and decision-making with the Balkans prompting reform of internal procedures for crisis management and operations in Afghanistan initiating "out of area" and defense against terrorism operations. NATO will continue to establish more structured relationships with operations Partners such as Australia and New Zealand, and transformation and operations will become more extensive as it becomes more involved in international crisis management missions.
